Players take on the role of a counter-terrorist special forces sharpshooter, tasked with eliminating terrorists while avoiding harming hostages. The screen scrolls left to right, with enemies and hostages suddenly appearing from behind windows and doors. Players use the NES Zapper light gun to shoot and accurately hit enemies.
